I have a hunch, little proof of it other than the casual way our military leaders are talking about this. First, let's agree it's all Chinese. Under Obama, he had truly radical people welcomed into important natsec/diplo positions, people who are full on Marxist revolutionaries who care little for this nation. Many such people see Mao quite favorably, and see China's 'system' as a viable way forward for the world, as insane as that sounds.
Obama was big on 'de-escalation' of conflict and very intentionally sought to bring down the heat on China, and increase it on Russia. That line of reasoning would have treated incidents like this quite differently. People in our State Dept for years have lied about Chinese statements, softening them in translation (Mike Pillsbury lays this out in 100 Year Marathon). There is a deep, deep desire in our nation's political elite to see China as somewhat 'good'. If they have to admit that China isn't, well then they'd have see the U.S. as better, and we can't have any of that under those folks.
So they habitually don't react to these incursions. And hey, our own NRO etc is telling us they can't see anything they can't already get with satellites but of course that's not true. A balloon at 58k feet can see a whole lot more than a satellite in low earth orbit. My guess is that we've been allowing those to overfly us above 60k feet cuz under international law, that airspace is not governed by the nation below it. Isn't that interesting?
We got in the habit of allowing it. Trump comes along and they realize they cannot tell him or his admin cuz they will just shoot this stuff out of the sky - like any normal person would - and the believe they know better. Only reason this has come out at all is cuz the Chinese spy balloon was so ridiculously obvious.
